"After months of being stonewalled, I thought it would take a judge to pry loose an admission from City Hall that revenue was behind the ever increasing fines facing small businesses. Today, the Mayor freely offered up a confession at a press conference.

These fines have become a hidden tax. They have escalated without any public debate over their consequences for struggling small businesses or whether they are the best way to protect health and safety. We need a ‘fix-first’ policy to replace the out of touch ‘fine-first’ approach being used today. Enforcement should not be a question of revenue.”
